Rich Buckler, yeah. Early (heck, Pre-Cambrian) Buckler.
That's Arvell Jones, which makes me wonder who #1 is.
Iron Man was one of my big five favorites, way back in the day. I collected his issues from 90 on through 250 without missing a beat. I can't believe I can't place this.

After reviewing the other answers, I agree that it's early Buckler. Now that I have a clue, those lines are unmistakeable.
