I don't know. My first thought was Killer Frost too (though I couldn't remember her exact name.) But that last hint makes me think it's Plastique. Didn't she end up married to Captian Atom?

But what is she, Canadian, Australian?

Plastique's from Canada, I think. She had some sort of "free Quebec" agenda, at some point.

I thought Plastique too, but wasn't aware that she had been a Firestorm villain. I thought she had debuted in Captain Atom, where Cap stopped her from assassinating Reagan and Canadian PM Mulroney.

I double-checked, though, and she did, indeed, get her start as a Firestorm villain.

Not only was she a Firestorm villain but in her first appearance her powers were only in her suit, a problem that made it easy for Firestorm to disarm her.

He transmuted her suit..... rendering her stark naked.

If you guessed Killer Frost, like I did, you guess too early. The "married to a super-hero" definitely makes it Plastique, who is French Canadian, and I don't believe Killer Frost is married or a foreign.
