I'd have to agree. Superman takes it. Jay was never the fastest of the speedsters, and now with the speed force in some weird state, he is not very fast at all (relatively speaking to the history of speed found within the Flash characters).
I'll pick Jay over Superman as a character though. I like both of them, but I think Jay is more interesting to me.
