"Sizzling suns! The glare from this alien desert has blinded me -- and the yellow sand particles in the air have rendered my power ring useless! Meanwhile, that red kryptonite meteor has maddened Superman, and given him the head of a bat -- he can only see by ultrasonic screeches! Ironically, we've become more evenly matched!"
The outcome would depend on if it was happening in a Superman comic or a Green Lantern comic.
Have to go with Blind GL. Not being able to see, would be much of a handicap to someone with a ring they can will to do anything for them (including see for them).
Red K, on the other hand, affects Superman in unknown ways. This variable makes Superman's ability to come out on top highly questionable.
Red Kryptonite probably transforms Superman into some sort of monster statistically much more than any other type of effect. So you'll tend to have a maddened, even stronger Superman to deal with, if you're playing the odds. Still and all, GL could use the ring to cover for blindness well, and monsters are usually pretty dumb.
Though if the Red K turned Superman into a hot chick, Superman wins, because Hal would start feeling her up and get distracted easily.
Blind GL. Kyle had trouble with the blindness because he needed to sketch his creations while he willed them into life. This, once past the initial freakout, is overcomable. He can still imagine things without actually seeing them. He can imagine their shape and feeling. He can imagine his green erngy filling the room, even if he can't see what's in the room. He can imagine the energy taking liquid form, and filling the room like a swimming pool -- because everyone's been underwater without their eyes open. He can solidify this enough to be like jello -- so that whatever the red kryptonite does to Superman, Superman is unable to make much use of his strength, flight, or seed abilities -- unless Red K morphs him into a big shark.
And before anyone asks "Can they make liquid constructs?" Yes, they can. Kyle's done this for crowd control.
And since the blindness weakness is specifically a Kyle problem, it should only be easier for any other Lantern.

Blind Green Lantern. His ring could see for him. Couldn't it?

So, it's Blind GL in the winner's circle.
